In more than half of states, there are currently no state laws that explicitly prohibit employment discrimination based on sexual orientation or gender identity. The Senate passed the federal Employment Non-Discrimination Act (ENDA) last year, but the House is dragging its feet, with Speaker Boehner committing not to call it for a vote. And in some state legislatures, lawmakers have even taken up bills that would expressly permit businesses to deny service to LGBT people.
